The report on Governing AI for Good and for All—Empowering Global Sustainable Development was released at the World Internet Conference (WIC) Asia-Pacific Summit in Hong Kong on April 14. The report is an important outcome of the AI Safety and Governance Program under the WIC Specialized Committee on AI.
Zeng Yi, chair of the WIC Specialized Committee on AI and head of the AI Safety and Governance Program, presented the main findings from the program and key recommendations proposed in the report.
Focusing on AI governance and sustainable development, the report presents the global progress, current developments, and existing issues in AI for sustainable development, with a particular emphasis on how inclusive and equitable AI development and governance can help bridge the digital divide and strengthen global AI capacity-building.
The report proposes a series of actions to accelerate AI-driven global sustainable development, aimed at deepening international cooperation in this regard. It also outlines a collection of applications and practical case studies that demonstrate AI governance's contributions to sustainable development across various sectors. The report aims to serve as a reference for governments, enterprises, and academia, contributing insights and solutions to advancing the use of AI in achieving global sustainable development goals.

According to the report, the rapid evolution of AI has shifted global concerns from a “digital divide” to an emerging “intelligence divide,” posing new challenges to sustainable development. It stresses the urgency of enhancing global AI capacities and calls for greater international cooperation in AI-enabled global sustainable development.
The report calls for promoting the inclusiveness of and equitable access to AI in supporting sustainable development, partnering with low-and-middle-income countries to develop affordable, sustainable AI capacity-building models, and leveraging multilateral cooperation mechanisms in this area.
